Modifies fire structures fuel consumption rate by a configurable multiplier.

## Features
- Modifies fuel consumption rate of all fire structures (ie. campfire, etc.) by a configurable multiplier (1 = normal rate, 0.5 = 50% less burn rate, 2 = double burn rate, 0 = infinite fuel).
