Added an attempted fix for a base game bug where waves spawn more enemies than expected, usually in the form of one straggler in its own group

Added "AdjustHeatGrabCount" setting - in base game the heat for enemy types not present in the wave will cool down as well. Setting this to "true" prevents that.
