Adds a number of new features to lockpickers. Highly configurable.

Features

Added "Locking Mode": When this is enabled, lockpickers can be used to lock doors.
Added "Temporary Lock": When this is enabled, lockpickers cannot permanently lock doors, but can hold doors shut while attached.
Added separate config values for the time required to lock and unlock doors.
All features are optional. By default, all config values match vanilla, except for "Locking Mode" which is enabled.
All mod behavior is determined by the host's config values.
When using LethalConfig, all settings are updated immediately for all players when the host edits their config values.
