Adds DECTalk (More widely known as the Text-To-Speech from Moonbase Alpha) to Lethal Company

Description
Just type in chat and your character will speak or sing.
To use different voices, you need to prepend a message with the desired voice command.
The available voice commands are:
- [:nb], [:nd], [:nf], [:nh], [:nk], [:np], [:nr], [:nu], and [:nw]
Example: [:nh] We need the money by monday!

Features and Known Issues
- The mod increases the max chat length to 1024 characters (configurable)
- The mod enables text chat when you are dead
- [:tone] messages do not work currently
- Some voice features are currently not available, so some voices may sound a little different than expected.
