Adds SCP 3199, the Humans, Refuted to Lethal Company as a new enemy [V56 Compatible]

Fixed a bug regarding the target player which resolved in a bug in the console. Removed the synchronised target player
Fixed a bug where the chicken would still move while laying birth
Fixed a bug where you could hit chicken that is still in an egg and it would start running :skull:
Removed a message that would get spammed in the console that was use for testing
Put and hard cap of 30 chicken in the map at all time
Moved to Lethal bestiary
