Capped the Pal Percy's anger rate so you won't spend your entire game holding him. (As much as he'd like that.) Changed the Pal Percy's behavior to where he will stop getting angry when you bring him into the ship. This indirectly fixes the bug where he still keeps beeping while being sold

Altered the rarity of the Pal Percy. This was done due to it not spawning nearly as much as I'd like. This should fix that problem.
