Echo Curse weather

A mod still in development which adds 1 new weather, the Echo Curse

Monsters hear 50% farther away
Sound echo and reverb for weather ambience
30% increase in outside power level
30% increase in inside power level
Cloudy sky makes visibility slightly worse
