If you updated the mod to Version 1.1.0 the configuration settings have moved due to feedback.

You may now find it in the BepinEx/config folder as BalanceConfigurator.Plugin.cfg. This file should be editable via your mod manager now or you may edit manually. It is nicer in that all of the fields are explained.
