Soulcatcher utility stones fix

Client-side fixes for Soulcatcher JC KG Additions to restore several gem effects.

What does this fix?

Tick Soul Power now correctly boosts eitr regeneration.
Blob Soul Power now correctly applies jump force.
Dverger Blood Mage Soul Power properly adds to Blood Magic skill level

✅ Works with existing gems and socket configs
✅ Client-side for stability
Must be installed on every client in multiplayer
