Place the MaxLevelMistlands.dll under BepinEx/plugins folder. When playing, if you interact with a Galdr Table or Black Forge the level should be 2 levels higher. It only adds 2 instead of 3 so you'll need to build the upgrade for max it to 4, just to keep those items from becoming irrelevant.
