Rex Adjustments

Changes the following Rex Skills (all configurable)

DIRECTIVE: Inject Proc Coefficient 0.5 => 1.0
DIRECTIVE: Drill Proc Coefficient 0.5 => 1.0
DIRECTIVE: Disperse Cooldown 5s => 4s
DIRECTIVE: Harvest Endlag 1s => 0.3s
DIRECTIVE: Harvest Damage 330% => 600%
