Suppresses skill activation calls for abilities that aren't spent on cast.
Instead, these abilities call skill activation manually when they are spent.
Affected abilities:
- Artificer's Snapfreeze
- Engineer's Thermal Harpoons
- Captain's Airstrikes
- Captain's Beacons
- Drifter's Tornado
- Operator's Drone Tech
Why: Modded items that trigger on ability activation can normally be spammed unless they implement a blacklist. In vanilla, this exact feature was added but only to two abilities.
