Rocket (NOT a Raccoon)!
- Adds Rocket Raccoon, a RoR-ified take on the Guardian's technician

Another SFX pass.
A balance update, trying to tune the absurd damage while still meeting thresholds and add more item synergies base kit. Also rebalanced attenuation and sfx volume to better match other survivors
