Host only mod that kicks people too high or too low level. (CONFIGURABLE)

I've added a new button so it will recheck everyone's levels when you click said button. This is useful for if you become host mid-game or want to change the requirements with low levels already in-game. The button isnt too good looking but I may make it look good in the future, who knows.
