Simple mod that disables START command. Verified to work when host, client disable testing.
thank you talcazzar for the hint on m_statePacket. re-testing client-only disable here.
unable to make this run client only due to the way terminals work, so disabling functions for clients, also a capital START DISABLED instead of "start disabled" appear on terminals.
