After the Chinese Civil War, a wide variety of surplus firearms from WWII found their way into various units, and were adapted per local demands, until domestic factories started producing new patterns of firearms.
With a large surplus of captured Arisaka rifles, but not so much 6.5mm ammo, some were converted to use 7.62x39mm Soviet for use by rear echelon or local militia units.
