Specter DR Remastered!

Adds 3 new Specter DRs with some top notch textures and meshes in 3 sexy colors

figured out how to do stratum mods, readme is in proper html and shit thats dope
3 Specter DRs in Black, FDE, and MARS (sort of a red dirt color)
