FOR V50 BETA. This will not do anything in V49 or below (it won't crash, but it will have 0 effect on gameplay)
All of the new levels in V50 have their Flooded weather attributes set incorrectly and this prevents floods from occurring at all on those levels.
This includes Adamance, Artifice, and the newly reworked Dine.
To briefly explain the issue: When floods occur on these maps, the water level starts out below the terrain. The problem is that throughout the day, it moves further downward, instead of rising. This effectively makes the Flooded condition "clear with added rain" on these maps, which is a bit silly.
