Weed Killer Fixes

Fixes bugs with weed killer:

• Fixed the broken cooldown for adding HP/turbo to the Cruiser, which caused most of your sprays to be wasted. You should consistently get results each spray now
• Fixed severe lag when spraying weed killer any time Cadavers don't currently exist on the map (including in orbit)
• Fixed smaller lag spikes (hiccups) when spraying individual bottles for the first time or spraying the Cruiser
• Fixed gamebreaking issues arising when using weed killer on Cadavers while also experiencing excessive amounts of lag.
