Generic weathers. Adds 4 weathers. Yeah.

The weathers and things

Anomaly: Occasional bursts of being pulled into the sky.
Downpour: Occasional bursts of heavy rain and loud wind. If you played L4D2 think of hard rain.
Radiation: Replaces some scrap inside at random with irradiated variants, which have a higher base price, but decay over time.
Slimy: Entire moon is coated in slime.

Known Issues

Downpour

• Heavy rain clips through certain overhangs if they're on the room layer. It only reacts to collider and navmesh surface layer. This is kinda intentional for now since it destroys on terrain.

Slimy

• If the moon is really really really really large it would have a visible end to the slime. Similar to foggy fog.
  
• Cosmetics and other random objects that shouldn't be on decal layer 2 (Quicksand layer) get the slimy overlay. This is an issue on them, not on my end. Base Morecompany Cosmetics have this issue.
