Provides an in-game config menu for players to edit their configs, and an API for other mods to use and customize their entries.

BetterDecorPlacement
- Allows you to bypass most placement/building restrictions
- Allows you to change the placement & interaction range
- Allows you to move/place things while the ship is moving
- Allows you to place stuff outside of the ship
- Allows you to place stuff inside the facility
All can be configured in the main menu
