Splitter FPS Fix

Simple mod that modifies the Splitter Rifle to remove its impact effect table via key values. This disables the visual and sound effects that occur when Splitter Rifle hits stuff which can cause low FPS when firing split shots at close range, especially with Refraction Lens.
