Scroll Speed Multiplier

-Multiplies mouse scroll speed in On-Together menus for better usability.

-Multiplier can be changed in the BepInEx config folder, default is 4.0

-Menu scroll speed is not normalized, so some menus still feel too slow. This was the best middle-ground I could find.
