MapVotePlus UI Fix

MapVotePlus 1.3.1 can leave its vote popup over a menu page. A joining client can also reopen the popup while a menu is open and gets the wrong Escape behavior in the lobby.

This patch closes the vote popup before another menu opens. On a client map update, it only opens the vote when the player is on the lobby page or has no menu open in the truck. The lobby popup keeps MapVotePlus's intended Escape behavior. Returning to the lobby page restores the vote; in the truck, use Escape and the Vote Map button to reopen it.

Install on every player with MapVotePlus. This patch is staged for game testing and has not yet been tested in game.
