customize colors using HEX values

This mod includes configurable overlay options.

Setting	Default	What it changes
`OverlayVisibility`	`Always`	`Off` hides the overlay, `ShowWithMap` only shows it while the map is open, and `Always` keeps it visible during gameplay
`Map Value`	`true`	Shows map value on the level in the overlay
`C.A.R.T. Value`	`true`	Shows the current C.A.R.T. value in the overlay
`Cosmetic Boxes`	`true`	Shows Cosmetic Boxes in the overlay
`Host sync`	`true`	Lets clients use overlay data from the host
`Yellow C.A.R.T. text`	`true`	Uses yellow C.A.R.T. colors. If disabled, C.A.R.T. uses the same colors as Map Value
`Icons size`	`0.35`	Scales the cosmetic box icon row

This is a local UI mod, so other players will only see it if they install it too
Host sync lets one host with the mod share overlay values to clients who also have the updated mod installed
