Better weapon balance mod

Customize ammo amount! For Beta now! For Server only or client too.

BUGS:

1. [UI] If server-side only: clients DON"T SEE upgrated BARS, but CAN SHOOT setted amount of bullets.
2. [UI] If amount edited in started game BARS NOT UPGRADING.
