Adjusts the damage values of several skills, and fixes some incorrect descriptions.
(Adjusted skill descriptions are displayed in English, as I have no idea how to change the localization files.)

Changes are listed below (feel free to suggest some):

Double Tap 60% -> 65%
Full Metal Jacket 230% -> 260%
Suppressive Fire 6x60% -> 6x65%

Shrapnel Grenade 3x60% -> 3x75%

Blast 80% -> 90%
Lights Out 500% -> 600%
Standoff 500% -> 600%
