Groovy Artifacts

Four new artifacts. Configuration options are included for important values.

Icon	Artifact	Effect
	Dexterity	All attacks have a 1% chance to instantly kill.
	Restraint	Ally skills cannot recharge outside an active Teleporter Event.
	Polarity	Knockback is increased and reversed.
	Spread	Projectiles are split into weaker fragments.
