Adds a freezing variant of Ion Surge as a utility skill to Artificer!
Grounded version leaves a circle of ice pillars, aoe freeze and launches upwards
Aerial version just has the aoe freeze and launches forwards instead

Overview

Ever wish you could use flamethrower on Artificer but also fly? (or double fly?) Look no further! Frost Surge is an alternate utility for Artificer that launches similarly to Ion Surge but with a focus on horizontal movement. Frost Surge has a powerful execute and pillar shotgun when you are on the ground - use it to finish off enemies in close quarters and get out.

Known Issues

Can clip through geometry when boosting towards it when you're really close to it and facing it. For now just... don't.
Perhaps a bit on the strong side - nerf incoming?
