CommandQueueWithSave SOTS Fix

This is a fixed version of the mod that has been uploaded as the old maintainer has been inactive for a year. The UI is not great, the save button overlaps with the red rarity items button but I do not know how to write mods for this game. All I have done is updated the KubeRoot portion of the mod to have the fixes he has implemented for the Command artifact changes from the Update prior to SOTS and the fixes he did for SOTS. I probably can't won't provide further support for this mod but it should be fulling functional albeit ugly. I will take this mod down if Miniz ever returns.
