Instance Based Loot Fixed

Instance-based loot for Artifact of Sacrifice + Artifact of Command. Every player gets their own Command cubes from kills, chests, bosses and events, with balanced drop rates. Updated for RoR2 1.5. Rebindable hotkey (F3) pulls cubes to you.
