Lowers death mark required debuffs to 3 and lowers its damage to make it a more consistent but still balanced item.

- Reduces debuffs required for Death Mark from 4 to 3.
- Reduces Death Mark damage multiplier from 1.5x to 1.35x to balance out change

Future Plans
- Add config files so user can enable/disable features
