ConfigAspectDropChance
Change elite aspect drop chance using a config file.Run the game with the mod for the first time to create the config.
Change the chance value in the com.themysticsword.configaspectdropchance config.
Uses the host's value in online multiplayer.

- Slightly altered the code to attempt to fix an issue with the mod not working properly with certain other mods
- Now produces a console error during mod loading if the mod fails to change the drop chance
- Now marked as server-side, works even if only the host has the mod installed
