3rd Row CSS

Adds a third row to the css and moves things around accordingly to fit.

Can be disabled in config live
Will likely not be compatible with ScrollableLobbyUI when it's fixed
will have the same issue as vanilla at the 4th row. literally just adds a 3rd row
