Reimplements the cut orbital laser equipment as the "UES Stratagem".1.1.1
- Fixed laser origin not always coming from the head of the Safe Travels due to variations in scale
- There is now a max active laser quantity, default 10 (configurable)

Added support for the SafeTravelsInSkybox mod
- If the Safe Travels is present in the sky, the laser will originate from the end of the ship instead of just directly above (toggleable)

Added "Super Stun" on the laser: invokes SetStunInternal(1) on all entities, regardless of if they have the ignore stun flag (only really matters for Mithrix) (toggleable)
