ScavengerFix
Adds a timer to Scavenger to prevent it from freezing the game up.There's an issue involving Scavenger where the game can freeze up if the reload is triggered too many times. This fixes the issue by having a 0.1 sec cooldown on the Scavenger reload, similar to Refresh.
