Highlander
Cards present in the library cannot appear in card rewards, event rewards and shops.
Thunderlord's Decree
The Player PERMANENTLY gains 2 Static Charge per Act. All enemies PERMANENTLY gain 1 Static Charge per Act. This buff caps at 6 for the Player and 3 for the enemies.
