No Tool Delay for Valheim

Removes the delay added tool tools in the 0.148.6 update. Comes with config so you can adjust the delay if you still want it there.

Config Options

Going to Valheim\BepInEx\config and opening Menthus.bepinex.plugins.NoToolDelay.cfg.
Using the >>BepInEx ConfigurationManager<< plugin. Simply download it, put it in your Valheim\BepInEx\plugins folder, and press F1 when in-game.

Installation (manual):

Place the NoToolDelay folder into the Valheim\BepInEx\plugins folder.

Fixed issue where you could destroy structures at the speed of light by holding down the remove key when building. Added option 'Hammer Deconstruction Delay'(determines how long you have to wait before deconstructing another object with the hammer). Not modified by default. General refactoring.
