NoMo Snow

Removes all snow particles with a toggle that will live update.

This is not required on the server unless for some reason you want to enforce the config
Meant as a greylist mod for users that experience fps drops with snow particles
Please report if there are performance improvements

It works by changing the max particles from 2000 (vanilla value) to 0.

It does not change the freezing effect of snow.
