Adds the config options below

This is not required on the server and the configs are not server synced
You will still freeze to death and feel vanilla values of status effects, only visual changes can be made
Meant as a greylist mod for users that experience fps drops with snow, ashlands, rain
Helps you fine tune some of the annoying particles from status effects.
Without tweaking config...Everything is set to vanilla values.
Config will live update...As for status effect config, you must Re get the status effect to see the change. No logging out required though
