Fix independent English localization caches incorrectly disabling Traditional Chinese for the main UI. Read the player-selected language instead.

Restrict UI hooks to verified assembly hashes and preserve original mod binaries, configuration keys and values.
Data and compile checks passed. A live game restart confirmed successful initialization of all 25 UI methods, 192 tokens and 501 descriptions. Full gameplay/visual validation is still pending.
