ChestSalvage

Adds a Salvage button to the chest panel. It shows how many items qualify, lists what you get back and asks before anything is destroyed.

Settings are in com.parallel53.chestsalvage.cfg: BaseReturnRate, UpgradeReturnRate and RequireStation.
