Both Server and Client side. You can simply force settings Server side by changeing in the config.
Standard Settings
- Admin Override (If you are admin, client side will override server settings) = True
- SailSpeed (Multiply vanilla sail base speed) = 2
- RowingSpeed (Multiply vanilla rowing base speed) = 3
