Better Void Bands

Buff Singularity bands to have the same cool down as normal bands, shorten the blackhole duration, and deals DOT to enemies inside black hole

Adds a size and pull force scaling to the black hole
Reduces cool down to 10 seconds, reduces fuse on blackhole explosion to 3 seconds instead of 5
Blackhole now deals an additional 100% TOTAL damage over time to enemies inside the radius, for 200% total damage if enemies are inside the blackhole for the entire duration.
