Overview
Adds some skills and reworks others. Features rn include:
- 2 new primaries and 1 new utility for merc
- 1 new special for commando
- 1 new primary and 1 new utility for arti
- a rework to ion surge and arti's passive
- 1 new secondary and 1 new special for huntress
- a rework for flurry
- 1 new utility for captain
- 1 new special for bandit

@Cake#5613 - Changed a lot of values for different skills based on a feedback from
@XayahNeko#0001, if anything is still unbalanced you may publicly shame them - Folk were complaining about me making merc cyan, so i made him white instead
- Added an option to make merc gay

- Balance my stuff a bit more
- Improve visual and sound design of some of the current skills
- Add more skills (currently working on a couple more huntress ones and another merc primary)
- possibly unique unlock conditions for some of the skills
- Fixing at least 2 of the known bugs
