Slayer DoT?

With this rework Damage Over Time (DoTs) deal more damage the less health the target has, this is meant to mimic the Slayer mechanic that already exists in the game. The configuration "Slayer DoT Affects Total Damage" makes this damage increase affect proc damage or "Total damage". In the Vanilla game the damage increase from Slayer doesn't affect the total damage, however some mods change this.
