Northstar Temp Fix

NOTE: Conlicts with most gamemode override mods, recommand only on vanilla-like servers

Fix titans can only get half of normal core meters from kills
Fix "Titan Assist" never triggered
Fix loadout selection time not ending after firing weapon
Adds force respawn after death( can be turned off through playlistvar ns_forced_respawn )
Fix many gamemode details( amped hardpoint currently not fixed yet )
Fix weapon can drop from executions even when weapon drops are diabled
Add back titan warpfall in roof covered maps
