Adds extra effects to Mercenary skills

Adds Secondary Skill (Power Tazer) new effects for Captain, including canceling fall damage(default), extra jumps (optional), and an optional speed boost(optional).

Grants a 5% (configurable) bonus to health, shield, move speed, damage, attack speed, crit, regen, and armor for each non-scrap legendary item stack. More effects coming in future updates.
