Changes the following Rex Skills (all configurable)
- DIRECTIVE: Inject Proc Coefficient 0.5 => 1.0
- DIRECTIVE: Drill Proc Coefficient 0.5 => 1.0
- DIRECTIVE: Disperse Cooldown 5s => 4s
- DIRECTIVE: Harvest Endlag 1s => 0.3s
- DIRECTIVE: Harvest Damage 330% => 600%
