RailgunnerCritChancePassive

Adds a passive for railgunner that converts her critical strike chance into proc coefficient. 10% crit chance gives her snipe, cryo, and supercharge shots a 1.1, 1.65, and 3.3 proc coefficient, respectively. 100% crit chance doubles her proc coefficients, etc. Her XQR bullets do not gain proc coefficient.
